Does it work without an internet connection?

Once a tool page has fully loaded, yes: disconnect and keep working, because processing happens on your device. A connection is needed to load the page the first time, and two tools download their on-device models on first use, then keep them for next time: Remove Background (about 10MB) and OCR PDF (about 33MB).
